I can’t speak for all editors but I don’t like to ask a writer to edit out whole content unless it disrupts the flow of a story or doesn’t fit within the guidelines of what we accept. If it requires major changes to fit our guidelines I’d probably recommend they seek a different pub rather than remove lots of content.

With formatting we sometimes find when there’s too much it distracts from the story and will make a reader disengage with it, so we prefer to keep it light. Again, I’m speaking for the pubs I edit for. I know some pubs are more strict than others on formatting.

I’m not understanding what you mean by doing a rewrite and working on the story again. Do you mean to this story?
