As an editor I keep my touch light. I never want to mess with a writer's voice. I make suggestions for formatting and correct errors that Grammarly picks up. I may ask someone for clarification if I find something confusing. If a story doesn't quite fit the guidelines but is close I may ask them to add something so it does. I try my best to keep things positive and make it a win-win.
But sometimes things are so off the mark or need so much work that I just end up declining them. I hate to do that, but sometimes I have to.
Thanks for opening up the discussion, Rigo. It's helpful to read through the comments here.
